CASE SUMMARY <br /> Circle K/76#2705447 is a gasoline dispensing facility with an underground storage tank <br /> (UST) system consisting of a 12,000-gallon UST that stores 87-octane gasoline, a <br /> 10,000-gallon UST that stores 91-octane gasoline, a 10,000-gallon UST that stores 89- <br /> octane gasoline, and a 10,000-gallon UST that stores diesel. Each UST is a stand-alone <br /> tank. <br /> On February 14, 2011, a secondary containment test report was submitted by Tank-Tek <br /> Environmental Corporation (Tank-Tek)for testing performed on February 8, 2011 <br /> (Attachment 1). Mr. Garrett Backus, Senior Registered Environmental Health Specialist, <br /> (RENS), San Joaquin County Environmental Health Department(EHD), reviewed the <br /> report and found that the 91-octane secondary containment piping, 91-octane turbine <br /> sump, under dispenser containment(UDC)sumps 1/2, 7/8 and 9/10 failed. The Tank- <br /> Tek technician, Mr. Richard Thomas, wrote in the comments section of the test results <br /> that the "Diesel (4) STP sump red jacket turbine relay contacts are fused shut in close <br /> position. Turbine will not shut-down when sensor detects liquid or at fail safe/sensor <br /> out—needs to be replaced & retested." <br /> On February 23, 2011, permit application SR0062004 was submitted for repairs to the <br /> diesel relay and the secondary containment components that failed on February 8, 2011. <br /> Mr. Backus approved the application the same day(Attachment 2). <br /> On March 3, 2011, Mr. Backus witnessed successful secondary containment testing of <br /> the repaired 91-octane and UDC sumps 1/2, 7/8, and 9/10 (Attachment 3). Mr. Gerardo <br /> Guzman of Walton Engineering, Inc. performed the testing. The 91-octane secondary <br /> containment piping did not hold pressure when tested and further repairs would be <br /> required. Mr. Guzman checked the electrical relay box for the diesel turbine in the store <br />
