Mr. Backus photographed the relay and cylinder as found by Mr. Guzman <br /> (Attachment 4). Mr. Guzman then removed the cylinder and verified that the relay <br /> worked correctly. A test report was submitted on March 15, 2011 (Attachment 5). <br /> On March 10, 2011, Mr. Backus inspected the turbine relays, designated operator <br /> reports, alarm history and alarm logs at the facility(Attachment 6). The relays appeared <br /> to be working correctly by turning off the turbines when fuel was not being dispensed by <br /> customers. The facility records indicated that the last dates the diesel turbine sump <br /> liquid sensor went into alarm were February 8, 2011, and July 19, 2010. February 8, <br /> 2011, was the date of the last secondary containment testing and July 19, 2010, was <br /> date of the last monitoring system certification. <br /> On April 29, 2011, a revised scope of work was submitted for permit application <br /> SR0062004 to make repairs to the 91-octane secondary containment piping.
