At the time of our arrival at the site on September 18, 1996, the product dispensers and
concrete drive slab had been removed. In addition the pea gravel backfill which
surrounded the tanks had been removed to expose the top of the tanks. The UST's
had been drained of product, rinsed and explosive vapors evacuated to acceptable
limits through the use of dry ice. After removal of the pea gravel backfill to
approximately the bottom half of the tanks, the tanks were removed from the excavation
by use of a crane and inspected for the presence of leaks or holes. Excavation
activities were performed by Wilkey Engineering and witnessed by Mr. Michael Kith of
the San Joaquin County Public Health Services (SJCPHS) and Mr. Art Sandman of the
City of Stockton Fire Department. Excavation permits and manifesting of the tanks for
transportation was handled by Walton Engineering.
At the request of the SJCPHS the southern most UST was referred to as T-1 and the
northern most UST as T-4 (Figure 2). UST T-1 and T-2 were both 10,000 gallon tanks
used for the storage of gasoline. Upon removal, the tanks appeared to be in very good
condition with no observable leaks or holes. UST T-3 was an 8,000 gallon tank used
for the storage of gasoline and UST T-4 was an 8,000 gallon tank used for the storage
of diesel fuel. Upon removal, the tanks appeared to be in very good condition with no
observable leaks or holes. After inspection the tanks were painted with a
transportation number and placed on trucks from Erikson Trucking for removal from the
site. UST T-1 was numbered 39-1261-01, UST T-2 was numbered 39-1261-02, UST
T-3 was numbered 39-1261-03 and UST T-4 was numbered 39-1261-04.
I
The resultant excavation was approximately 32 feet wide and 42 feet long and 8 to 10
feet deep. Exploration of the bottom of the excavation with an excavator found that the
tanks were resting on a foundation of approximately two feet of pea gravel.
