Monitoring equipment shall be <br />maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest <br />point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at <br />the earliest opportunity. <br />This was corrected on site. <br />This is a Class II violation. <br />309 CCR 2636(f)(1) Monitoring in the UDCs failed to activate an audible and visual alarm or stop the flow at the UDC. <br />The BRAVO FLOATAND CHAIN for the 91 -product in the 1-2 and 3-4 UDC sumps failed to stop the flow of product at <br />the dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. After two attempts, the service technicians cleaned <br />the area around the floats and on the third attempt, the float and chain at dispenser 1-2 passed, and at the fourth <br />attempt the float and chain at dispenser 3-4 passed. <br />This was corrected on site. <br />This is a minor violation. <br />319 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the 87 -product submersible turbine pump (STP) sump. If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician <br />removed approximately one cup of liquid from the 87 -product STP sump. Ensure that all sumps and annular spaces <br />are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br />325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br />The 87 -product spill container failed when tested. All spill containers shall have a minimum capacity of five gallons <br />and be capable of containing a spill or overfill until it is detected or cleaned up. The service technician replaced the <br />cap and the 87 -product spill container passed the one-hour hydrostatic test. (Both spill containers held five gallons of <br />water.) <br />This was corrected on site. <br />This is a minor violation. <br />Overall Inspection Comments: <br />On site on May 4, 2016 to perform an annual monitoring system certification, spill container and line leak detector <br />inspection. An inspection report was provided to the facility operator on the day of inspection. The report, <br />involving Violation 203, was amended by the EHD on May 31, 2016. Violation 203, requiring that the May 6, 2015 <br />Environmental Health Department official inspection report be maintained on site, was removed from the violation. <br />Page 5of6 <br />
