If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed liquid from <br />the under dispenser 1/2 sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br />319 <br />CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be <br />The 87 product and 91 product direct -bury spill container failed when tested. All spill containers shall have a <br />minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. <br />Immediately discontinue deposition of petroleum into this tank until the component is repaired or replaced by a <br />properly licensed, trained, and certified contractor under permit and inspection of the EHD. If the spill container <br />can't be replaced immediately, there is a possibility that the 87 product and 91 product LIST system may be red <br />tagged to prevent fuel inputs. <br />This is a repeat violation, Class 11. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by November 10th, 2018. <br />Document reviewed: Monitoring system certification test results from 2015, 2016, 2017, secondary containment <br />testing from 2016, employee training, response plan, maintenance records, monitoring plan, financial <br />responsibility documents and designated operator monthly inspection reports from October 2017- September <br />2018. <br />Documents provided: Return to compliance certification. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152).
