San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BONFARE MARKET#35* 15 E GRANT LINE RD, TRACY December 06, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS 11,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br /> The designated operator acknowledged the March 15 and 18, 2016, and the April 9, 2016, L9:UNL.1 fill sump piping <br /> sump fuel alarms on the 3/29/16 and 4/28/16 designated operator monthly inspection reports, respectively, but did <br /> not address action taken related to the fuel alarms. The designated operator inadvertently omitted the L10 alarm <br /> history on the 1/29/16 panel print out; the L11 alarm history on the 2/23/16 panel print out; the L12 alarm history on <br /> the 3/29/16 panel print out; and the L7 alarm history on the 5/26/16 panel print out. Ensure that designated <br /> operators performing monthly inspections at this facility are checking that all liquid sensors are listed on the monthly <br /> panel printouts and all alarms have been addressed. <br /> This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The 87-master fill sump 208-sensor was leaning over and not located to detect a leak at the earliest opportunity. <br /> Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The 208 <br /> sensor was positioned upright at the lowest point of the sump by the service technician. Ensure that all monitoring <br /> equipment is maintained to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Approximately one-half cup to one cup of liquid was observed on the east and west sides of the 87-syphon fill sump. <br /> If water can enter into the secondary containment by precipitation, or infiltration, it must be removed and disposed <br /> of properly. The service technician removed the liquid from the 87-syphon fill sump. This was corrected on site. <br /> Continue to monitor the 87-syphon fill sump and if water returns, immediately contact a properly licensed, trained, <br /> and certified contractor to address the water intrusion into the sump. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The 87-master spill container failed to hold five gallons of water. All USTs shall be equipped with a spill container <br /> that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the <br /> primary container or provide a means to keep the container empty. The service technician replaced the nipple and <br /> the 87-master spill container passed the one-hour hydrostatic test. This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 5, 2017. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> FA0002915 PR0231404 SCO01 12/06/2016 <br /> EHD 23-01 Rev.09/22/16 Page 4 of 5 Underground Storage Tank Program OIR <br />
