If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed the liquid <br />from the sumps. Ensure that all sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />318 <br />CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 91 VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br />passed. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 91 and diesel direct -bury spill containers failed when tested. All spill containers shall have a minimum capacity <br />of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately <br />discontinue deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, <br />trained, and certified contractor under permit and inspection of the EHD. If the spill container can't be replaced <br />immediately, there is a possibility that the 91 and diesel UST system may be red tagged to prevent fuel inputs. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by September 29, 2017. <br />"NOTE: The service technician on site was unable to provide certifications for Veeder-Root or the VMI tester box. <br />He stated that he has the Veeder-Root certification, but would need to email a copy to EHD. He also stated that h <br />believes he is not yet certified in the VMI tester box. <br />-Proof of the Veeder-Root certification for Peter Westbrook must be immediately submitted to the EHD. If the <br />certification is not received, the monitoring system certification will need to be redone by a properly certified <br />technician. <br />-The leak detector testing is incomplete and overdue. These tests are required once every 12 months. Immediate <br />schedule these tests to be conducted by a properly certified technician and provide 48 hours notification to the <br />EHD. Please be aware that a follow up inspection will be charged at our current hourly rate. <br />Page 7 of 8 <br />
