The monitoring plan is not current and/or not approved by the EHD. Under vapor recovery for the Diesel tank it states fiberglass, however, no vapor recovery was observed during the field inspection, it should state"none".The monitoring plan must be uploaded to the California Environmental Reporting System(CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class 11. 111 CCR 2638(a)&(b),26410) Failed to test monitoring and leak detection equipment annually. Annual monitoring system certification and leak detector testing were last performed on 9/14/17 and was completed on 11/8/18,two months past due. These tests are required once every 12 months. Take all necessary precautions to ensure testing is performed in a timely manner.
