The sensors monitoring the liquid level in the interstitial space shall be
maintained so that a breach in the primary or secondary containment is detected before the hazardous substance is
released into the environment. The sensor was replaced and retested during the inspection. A"UST Retrofit
Verification with Inspector Already Onsite"form has been completed and provided to the operator and contractor. This
was corrected on site.
This is a Class II violation.
306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity.
Tank 2 STP and Tank 3 STP sump sensors were located 2-3 inches up the sump saddles and not located to detect a
leak at the earliest opportunity. Liquid sump sensor in the north bio sump was located at the bottom of the sump,
however, since some liquid was noted in this sump it was evident that this sensor is not positioned to detect the leak
at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest
possible opportunity. The aforementioned sensors were relocated to the lowest point of the sump by the service
technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was
corrected on site.
This is a Class II violation.
310 CCR 2636(f)(1) Sensor in a turbine sump failed to activate an audible and visual alarm or stop the flow product.
Tank 2 STP sump sensor failed to activate an audible and visual alarm when tested to ensure continuous monitoring of
the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow
of product at the dispenser when it detects a leak. The sensor was replaced and retested during the inspection. This
was corrected on site.
This is a Class II violation.
316 HSC 25290.1(c)(1) Primary containment not tight(after Jun 2004).
Oily staining was noted on the floor around the suction pump and pooling of oily liquid was noted on the suction pump
housing and inside the bioshed sump, indicating a leak in the primary piping. All primary containment for the UST
system must be tight. Immediately have a properly licensed, trained, and certified contractor investigate, repair or
replace the failed component under permit and inspection of the EHD.
This is a Class II violation.
Received by kt IC1 Inspector: Phone: Date:
(initial): ELENA MANZO, REHS (209) 953-7699 05/14/2015
Page 5 of 7
