The sensors monitoring the liquid level in the interstitial space shall be <br /> maintained so that a breach in the primary or secondary containment is detected before the hazardous substance is <br /> released into the environment. The sensor was replaced and retested during the inspection. A"UST Retrofit <br /> Verification with Inspector Already Onsite"form has been completed and provided to the operator and contractor. This <br /> was corrected on site. <br /> This is a Class II violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> Tank 2 STP and Tank 3 STP sump sensors were located 2-3 inches up the sump saddles and not located to detect a <br /> leak at the earliest opportunity. Liquid sump sensor in the north bio sump was located at the bottom of the sump, <br /> however, since some liquid was noted in this sump it was evident that this sensor is not positioned to detect the leak <br /> at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. The aforementioned sensors were relocated to the lowest point of the sump by the service <br /> technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was <br /> corrected on site. <br /> This is a Class II violation. <br /> 310 CCR 2636(f)(1) Sensor in a turbine sump failed to activate an audible and visual alarm or stop the flow product. <br /> Tank 2 STP sump sensor failed to activate an audible and visual alarm when tested to ensure continuous monitoring of <br /> the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow <br /> of product at the dispenser when it detects a leak. The sensor was replaced and retested during the inspection. This <br /> was corrected on site. <br /> This is a Class II violation. <br /> 316 HSC 25290.1(c)(1) Primary containment not tight(after Jun 2004). <br /> Oily staining was noted on the floor around the suction pump and pooling of oily liquid was noted on the suction pump <br /> housing and inside the bioshed sump, indicating a leak in the primary piping. All primary containment for the UST <br /> system must be tight.
