Liquid was observed in the following UST components: UDC-21 Sat(<0.5 cup), UDC-26 Sat(1/4 cup), Tank 1 STP (less than 0.5 gallons), and Tank 3 STP(less than 0.5 gallons). If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed liquid from the aforementioned UST components. Ensure that all sumps and annular spaces are maintained free of liquid. This was corrected on site. This is a Class II violation. 320 HSC 25290.1(c3), 25290.1(c3) Secondary containment not constructed to prevent water intrusion. Water was found in the North Bio sump. Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. The service technician removed < 0.25 gallons of liquid from this sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the North Bio sump under permit and inspection of the EHD. This is a Class II violation. 323 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The 87-octane line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. The leak detector was replaced and retested during the inspection. A "UST Retrofit Verification with Inspector Already Onsite" form has been completed and provided to the operator and contractor. This was corrected on site. This is a Class II violation. 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. The Tank 4, Tank 5, and Tank 6 direct-bury spill containers failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. The following spill container components were replaced and retested during the inspection: new drain in Tank 4, new"o" ring in Tank 5, and new drain in Tank 6. A"UST Retrofit Verification with Inspector Already Onsite"form has been completed and provided to the operator and contractor. This was corrected on site. This is a Class II violation. Overall Inspection Comments: Routine underground storage tank (UST) inspection and monitoring system certification was conducted on May 14 and May 15, 2015; checklists of findings were left onsite each inspection day. The final inspection report was mailed to the facility on May 28, 2015. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork,30 days from receipt of this final inspection report.
