If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed liquid from <br /> the aforementioned UST components. Ensure that all sumps and annular spaces are maintained free of liquid. This <br /> was corrected on site. <br /> This is a Class II violation. <br /> 320 HSC 25290.1(c3), 25290.1(c3) Secondary containment not constructed to prevent water intrusion. <br /> Water was found in the North Bio sump. Secondary containment shall be constructed to prevent any water intrusion <br /> into the system by precipitation, infiltration, or surface runoff. The service technician removed < 0.25 gallons of liquid <br /> from this sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and <br /> certified contractor to address the water intrusion into the North Bio sump under permit and inspection of the EHD. <br /> This is a Class II violation. <br /> 323 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 87-octane line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The leak detector was replaced and retested during the inspection. A <br /> "UST Retrofit Verification with Inspector Already Onsite" form has been completed and provided to the operator and <br /> contractor. This was corrected on site. <br /> This is a Class II violation. <br /> 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br /> The Tank 4, Tank 5, and Tank 6 direct-bury spill containers failed when tested. All spill containers shall have a <br /> minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. The <br /> following spill container components were replaced and retested during the inspection: new drain in Tank 4, new"o" <br /> ring in Tank 5, and new drain in Tank 6. A"UST Retrofit Verification with Inspector Already Onsite"form has been <br /> completed and provided to the operator and contractor. This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Routine underground storage tank (UST) inspection and monitoring system certification was conducted on May 14 <br /> and May 15, 2015; checklists of findings were left onsite each inspection day.
