Alleged Violation: The inspection report stated the following: "The following spill <br /> buckets failed annual testing. Immediately replace these spill buckets. An approved <br /> permit was issued on 8/5/2004. 87 Master Fill East, 87 Siphon, 91 Fill." In the <br /> corresponding Violation checklist, a check was placed next to, "HSC 25284.2 Annual <br /> spill container testing." <br /> Response: The three spill buckets that require replacement are all scheduled for Phase I <br /> upgrades in November, 2004. Because the spill buckets were already scheduled for <br /> replacement, you agreed that this letter would serve as an amendment to the existing <br /> permit to construct(PTC)issued by your office on August 5,2004, for the Phase I <br />
