V
As requested by the inspector during the inspection, I have included a copy of the revised MRP
for agency approval (Attachment B). I would also like to request the ordinance code that requires
the type of overfill protection at the facility to be included in the MRP.
• HSC 25284.2 — The 87 master spill buckets failed the hydrostatic test.
The Inspection Report states that at the time of the inspection, the spill containments for the
unleaded underground storage tank (UST) failed the hydrostatic test.
On October 5, 2006, a contractor, Gettler Ryan, was onsite to address the Stage I issues at the
facility. The contractor submitted the appropriate permits with San Joaquin Environmental
Health Department (EHD) on October 16, 2006 and is awaiting approval from the San Joaquin
EHD. Upon approval of the submitted permits from the San Joaquin, the contractor will repair
the two spill containment. In addition, the testing contractor, Tanknology, will return to the site,
in coordination with San Joaquin EHD, to complete the hydrostatic test of the two repaired spill
containments.
It is BP West Coast Products' policy to address deficiencies, issues of concern, and/or agency
request regarding our gasoline retail facilities immediately. With the transmittal of this letter, it is
our understanding that the items of alleged non-compliance associated with the inspection
conducted on October 5, 2006 have been resolved. If this is not correct, please contact me as
soon as possible.
Sincerely,
X
Ruth K.
