SAN" J D�l+ �� I 1411" Environmental Health Department <br /> COUNTY�l <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Super Store Industries-Grocery Division 1 16888 McKinley Ave Lathrop Aril 29 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> The following observations were made based on information provided by Scott Sommerfeld, Facilities Manager, and <br /> Tom Hughes, Sr. Director of Operations: <br /> -Waste generated from an ACT Aqeuous Parts Washer,found near the warehouse maintenance shop, is being <br /> hauled off by ACT as non-hazardous waste without first determining if the waste is hazardous(see photo IMG 5654). <br /> -Lead acid batteries are reportedly being neutralized with baking soda in the battery wash area or"Blow Down Booth" <br /> in the warehouse, before flowing to a collection sump(IMG 5655). The filters used in the suction vent above the"Blow <br /> Down Booth"are being washed and the waste allowed to flow into the collection sump. The sump is being pumped out <br /> and the waste hauled off by ACT as non-hazardous without first testing the waste to determine if the waste is <br /> hazardous. <br /> -Lead acid battery and used baking soda sludge, liquid, and staining from the neutralization of the batteries was found <br /> on the ground in the battery charging area. The spillage flows to a long drain,which had standing liquid and appeared <br /> plugged at the time of inspection.The battery acid is neutralized with baking soda before flowing to the drain and <br /> passing through a lime pit for further neutralization before being discharged to the sanitary sewer.The waste is not <br /> being tested at the points of waste generation (IMG 5657-63). <br /> -Liquid and sludge waste found in a lead acid battery wash rack,which reportedly is out-of-service, had a pH of <br /> approximately 11 at the time of inspection (IMG 5664-5, 5673-4). <br /> -Liquid/sludge waste was found in a rectangular container labeled MTC and labeled with a waste disposal method <br /> stating: "Waste disposal should be done in accordance with Federal (40CFR Part 261)State&Local Environmental <br /> Control Regulations. If waste is determined to be hazardous, use a licensed hazardous waste transporter and disposal <br /> facility"(IMG 5669-71). This rectangular container was connected to a cylindrical poly tank, which was connected to <br /> the out-of-service lead acid battery wash rack, as part of a water recycling system for the battery wash rack. The poly <br /> tank appeared to be filled with liquid just below the tank valve that leads to the wash rack(IMG 5672). <br /> -Lead acid battery and used baking soda spills and staining were observed on the ground around and on the outside <br /> of the out-of-service battery wash rack, MTC rectangular waste container, and the poly tank(IMG 5666-8, 5671). <br /> - In the outdoor chemical storage area, a 55-gallon poly drum labeled as Aqucar 515 Water Treatment Microbiocide <br /> contained a small amount of liquid and appeared to be unused for a long period of time (IMG 5687-8). Scott <br /> Sommerfeld stated Aqucar is no longer being used by the facility and directed a facility employee by the name of <br /> Regi, to remove the Aqucar drum from the area. <br /> -Three open boxes of Tide powder laundry detergent were found on the ground in the warehouse with the powder <br /> laundry detergent spilled onto the ground (IMG 5691-2). <br /> -A container of Simple Green All-Purpose Cleaner containing—1-3 ounces of liquid was found on the ground in the <br /> warehouse (IMG 5693).When asked how the container and the remaining liquid inside would be managed, Scott <br /> Sommerfeld stated the container and liquid would be thrown out. Michelle Henry, REHS,told Scott a hazardous waste <br /> determination would have to be made on the liquid inside the container prior to disposal.
