The 13 June Review Letter states, "cleanup goals for the site are required for responsible decision <br /> making....Establishing cleanup goals and a comprehensive cleanup plan for the L&M OU will <br /> enable efficient remediation of the Unocal and Morton-Alco OUs. The L&M OU cleanup plan <br /> will then be used to "dove-tail' cleanup plans for the Unocal and Morton-Alco OUs. The RDA <br /> will not approval (sic) excavation of soil at the Unocal OU until the L&M OU cleanup plan is <br /> prepared and approved." Interim remedial measures are routinely employed to remove source <br /> material in order to prevent further pollution and a larger problem. With source material still <br /> present the pollutant groundwater plume is unstable: Soil source and separate phase <br /> hydrocarbons any where within Area 2A must have priority for their removal. Preventing the <br /> continued leaching of pollution into groundwater is a responsible strategy. Although a final <br /> cleanup plan has not been approved L&M OU is not without guidance with regard to cleanup <br /> goals. Using the most stringent water quality criteria and environmental screening levels <br /> contained in Screening for Environmental Concerns at Sites with Contaminated Soil and <br /> Groundwater, prepared by the San Francisco Regional Water Quality Control Board will provide <br /> a reliable foundation for planning interim remedial measures. <br /> By 8 August 2005,please provide a comprehensive schedule for site activities, including sampling, <br /> approved remedies and planned submittals.
