Box 6012 305 North El Dorado Street, Suite 200 <br /> San Ramon, CA 94583-0904 Stockton, CA 95202 <br /> REVIEW OF REPORTS, SOUTH SHORE PARCEL 2A, 666 WEST WEBER AVENUE, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board)reviewed the <br /> following reports submitted by SECOR International Incorporated(SECOR) on behalf of the L&M <br /> Operable Unit (OU) for a portion of Parcel 2A of the South Shore Parcels along West Weber Avenue in <br /> Stockton(site): <br /> • 29 April 2005 First Quarter 2005 Site Status, Groundwater Monitoring, and Remedial Summary <br /> Report (QMR); <br /> • 4 May 2005 Response to RWQCB Letter Dated April 6, 2005 (Response to Comments); <br /> • 20 May 2005 Revised Work Plan for Soil Vapor Assessment and Response to RWQCB Letter <br /> Dated May 3, 2005 (Revised Work Plan); and <br /> • 25 May 2005 Additional Deep Groundwater Zane Assessment Report(Report). <br /> The QMR discusses the groundwater monitoring activities conducted in February and status of remedial <br /> activities. The Response to Comments responds to 23 comments listed in Regional Board staff s <br /> 6 April 2005 letter. The Revised Work Plan responds to both the 6 April and 3 May 2005 Regional <br /> Board staff letters by revising the proposed soil vapor assessment activities by proposing soil vapor <br /> sampling and installation of soil vapor monitoring reports. The Report discusses the installation of <br /> additional monitoring wells and soil borings to delineate the lateral extent of petroleum hydrocarbon <br /> pollution in the deeper water bearing zones. <br /> Regional Board staff did not receive comments from Golden State Environmental or the Stockton <br /> Department of Housing&Redevelopment. The Department of Toxic Substances Control reviewed the <br /> above reports and their comments are included in this letter. However, the Human and Ecological Risk <br /> Division(HERD) of the DTSC may provide comments on these submittals separately.
