Transmix Blending into CARBOB <br /> This protocol permits Kinder Morgan to blend transmix into CARBOB tenders at the <br /> Kinder Morgan, Stockton Station and specifies the procedures for the transmix <br /> blending. <br /> Kinder Morgan, Stockton Station will adhere to the following procedures for blending <br /> transmix into CARBOB at the Kinder Morgan, Stockton Station. <br /> 1. Kinder Morgan may blend transmix into CARBOB at a rate not to exceed one <br /> quarter of one percent by volume. Kinder Morgan must document the transmix <br /> and CARBOB blending by measuring and recording the volume of the transmix <br /> blended and of the CARBOB and maintains the records at its Control Center for <br /> three years. <br /> 2. Kinder Morgan understands and agrees that CARBOB, which is blended with <br /> transmix at a rate that exceeds the blending rate specified herein, will be <br /> presumed to exceed the CARBOB limits, unless Kinder Morgan can <br /> demonstrate that the CARBOB limits were not exceeded. <br /> 3. Kinder Morgan must blend transmix only into CARBOB that has been previously <br /> certified and is being supplied through its pipelines to the Stockton Station. <br /> 4. Kinder Morgan must use one of two methods to measure the volumes of the <br /> transmix as it is blended into the product stream. <br /> a. Calibrated meter: When calibrated meters are used, Kinder Morgan <br /> calibrates the meters at least twice each year and maintains the records <br /> at the Control Center for three years. <br /> or, <br /> b. Tank gauge readings. <br /> 5. Kinder Morgan must record the volume of the CARBOB tender delivered <br /> through the station and maintain the records for three years. <br /> 6. Kinder Morgan conducts an oversight program for the transmix that is used for <br /> blending as follows: <br /> a. Twice each month, Kinder Morgan must sample the transmix tank(s) at <br /> the Stockton Station obtaining either a running sample, all-levels sample, <br /> or a composite sample, which is representative of the transmix, <br /> b. Kinder Morgan must analyze each composite sample for the eight <br /> parameters listed below and, <br /> c. Kinder Morgan must document the lab results and maintain the records <br /> for three years. <br /> CARB — Kinder Morgan, Stockton Station Protocol Page 3 <br />
