Kinder Morgan may blend transmix into CARBOB at a rate not to exceed one
quarter of one percent by volume. Kinder Morgan must document the transmix
and CARBOB blending by measuring and recording the volume of the transmix
blended and of the CARBOB and maintains the records at its Control Center for
three years.
2. Kinder Morgan understands and agrees that CARBOB, which is blended with
transmix at a rate that exceeds the blending rate specified herein, will be
presumed to exceed the CARBOB limits, unless Kinder Morgan can
demonstrate that the CARBOB limits were not exceeded.
3. Kinder Morgan must blend transmix only into CARBOB that has been previously
certified and is being supplied through its pipelines to the Stockton Station.
4. Kinder Morgan must use one of two methods to measure the volumes of the
transmix as it is blended into the product stream.
a. Calibrated meter: When calibrated meters are used, Kinder Morgan
calibrates the meters at least twice each year and maintains the records
at the Control Center for three years.
or,
b.
