The Houston Control Center controls <br /> the pipeline movements of product (diesel and gasoline). There is a "product cut (Interface or Transmix)" between <br /> product change of service for the pipeline movements and this "product cut" is delivered into a tank SN6 at the <br /> Stockton Terminal and then blended in the next product movement through the pipeline to the Port of Stockton <br /> Petroleum Terminals Shippers of Record. This "cut" is referred to as Transmix and is a viable product that is return to <br /> our customers for their use. <br /> On rare occasions (<2-3 times during a year)the tank may achieve its maximum capacity and any excess product must <br /> be removed via vacuum truck. The product, designated as Transmix, is transferred to the Bradshaw terminal under BOL. <br /> Following are responses to your follow up questions. <br /> 1) Who are the product owners that go and pick up their inventory? <br /> Response: Customers do not pickup product from the Stockton Terminal. As a matter of Federal FERC regulations, <br /> Kinder Morgan policy and potential confidentially agreements with our customers, we do not provide this information. <br /> 2) Are there any bills of lading from the past three years that can be provided to the EHD showing how much <br /> Transmix each owner transported from the Bradshaw facility, when the transport happened, and where the <br /> Transmix was taken to? <br /> Response: BOLs for product movement are generated but volumes of product transferred again would fall under the <br /> confidentially agreements. <br /> 3) What was done with each gallon taken from the Bradshaw facility? Were they sent to be refined? Mixed into <br /> another fuel? <br /> Response: Once the Transmix product leaves our site, we have no information from our customers as to the disposition <br /> of the product. <br /> Should you have any other questions, please let us know. <br /> Kind regards, <br /> i <br />
