2.0 Notifications Version :27.10.4 <br /> This Section is a guide for notification procedures that should be implemented immediately after <br /> discovering an emergency incident. Internal and external notifications are described separately for <br /> clarification purposes only. All notifications are of extreme importance and must be completed in a <br /> timely manner. <br /> 2.1 INTERNAL NOTIFICATIONS <br /> The following internal notifications should be made for each emergency incident to the extent that the <br /> incident demands. In no event shall notification be delayed because the immediate supervisor is <br /> inaccessible. Authorization is given to bypass management levels if necessary to provide timely <br /> notification to appropriate management. The typical notification responsibilities for each person <br /> potentially involved in the initial response are listed below. <br /> Spill Observer <br /> In the event of a spill, the spill observer will immediately sound the emergency alarm and notify Facility <br /> Manager and/or Qualified Individual. <br /> Activate Emergency Action plan as necessary and follow initial action for incident. (reference section <br /> 3) <br /> Qualified Individual /Alternate Qualified Individual <br /> The QI/AQI will make further Internal Notifications, as appropriate depending upon to size and/or <br /> severity of the incident, by calling the Regional Manager and team. May call the Emergency <br /> Management Team if necessary. <br /> Terminal Manager <br /> . Determine the Class of the incident. <br /> . Activate the Location Response Team (LRT), if needed. <br /> • Coordinate additional regulatory calls (after the NRC call). <br /> . Determine if Head Office assistance is needed. <br /> . Advise Pipeline or Facility Owner, if the Owner is other than Shell, if applicable. <br /> *NOTE: Exceptions to the investigation report will be made for sensitive matters which may need to be <br /> investigated under the attorney-client work product privilege. Contact Legal immediately where <br /> circumstances warrant. Advise the above contacts accordingly.
