3.0 Response Actions Version :27.10.4 <br /> , <br /> Air Monitoring <br /> During an incident in which oil or hazardous material has been spilled or potentially could <br /> affect the response, prior to engaging in any spill response activity, air monitoring should be <br /> conducted in the affected area. <br /> It is imperative that all air monitoring equipment is operated and their data interpreted by <br /> trained personnel thoroughly familiar with the equipment. <br /> . The air monitoring equipment should be calibrated before and after every use using the <br /> equipment manufacturer's recommended procedures and standards. <br /> . Air monitoring measurements which are to be made prior to entry into the spill area <br /> include: <br /> Lower Explosive Limit (LEL) <br /> Oxygen content <br /> . LEL readings above 10% require immediate evacuation of the area and elimination of <br /> ignition sources. <br /> • Oxygen readings below 19.5% require the use of air supplied respiratory protection. <br /> . Where unknown and multiple contaminants may be present, instrument readings <br /> should be interpreted conservatively. <br /> The Incident Commander is responsible for industrial hygiene monitoring in the post <br /> discovery period and may refer to the Safety Officer. <br /> Decontamination <br /> Establishing "Exclusion (Hot)", "Decontamination (Decon)", and "Support (Safe)" zones are <br /> required to prevent the removal of contaminants from the contaminated area by response <br /> personnel and activities as well as unauthorized entry into contaminated areas. <br /> . Regardless of the decontamination facilities available, all efforts to minimize personnel <br /> exposure should be taken. <br /> • Decontamination facilities should be positioned prior to employee/contractor entrance <br /> to areas where the potential for exposure to contamination exists. The appropriate <br /> Safety Data Sheets (SDS) are available to aid health professionals treating the injured <br /> parties. SDS are separately maintained at the Facility. <br /> .
