B.Worst Case Discharge Analysis and Scenarios Version:27.10.4 <br /> Small/Average Most Probable Discharge <br /> The small/average most probable discharge for this Facility is 2,100 gallons (50 bbls) or less. <br /> Description <br /> "Small discharges"with respect to this site and this plan are considered to be discharges from drips, <br /> small spills and leaks to soil, concrete, gravel, or secondary containment facilities. Small discharges <br /> which are not likely to impact surface water, typically occur during routine maintenance and <br /> operation of the Facility and may be cleaned up using on-site materials and labor. <br /> Additional Comments <br /> This size discharge would most likely occur due to minor equipment failures or human error. <br /> Examples may include, but not limited to, <br /> • Loading and Unloading of Surface Transportation; Facility Maintenance; <br /> . Facility Piping; <br /> . Pumping Station and Sumps; Oil Storage Locations; <br /> . Vehicle Refueling Operations; and/or <br /> . Age and Condition of Facility Components. <br /> Small Discharge Scenarios <br /> Loading and Unloading of Surface Transportation: <br /> Small discharges due to operator error or equipment failure are possible during tank truck <br /> unloading operations. In the event of a spill, the spill contents will be retained within the <br /> containment structure and will be pumped out and disposed of in accordance with applicable <br /> regulations. Loading and unloading procedures are followed to minimize the potential of a spill. <br /> In addition, delivery drivers and Facility personnel monitor truck and tank car transfer <br /> operations at all times while oil is being transferred. <br /> Facility Maintenance: <br /> . Routine maintenance operations include testing, repairing, and/or replacing equipment <br /> throughout the life of the Facility. Maintenance practices and standard procedures are <br /> designed to minimize spills. The Facility maintenance crew is well trained to maintain the <br /> Facility in top operating condition.
