B.Worst Case Discharge Analysis and Scenarios Version :27.10.4 <br /> Medium/Maximum Most Probable Discharge <br /> A medium/maximum discharge for this Facility is defined as <36,000 gallons or 10 percent of the <br /> worst-case discharge (10 percent of 2,136,246 gallons = 213,624 gallons), whichever is less. The <br /> medium volume discharge for this facility is 36,000 gallons. <br /> Description <br /> "Medium discharges" with respect to this site are defined as discharges from equipment failures and <br /> other non-planned incidents. Medium discharges may or may not impact surface water and may or <br /> may not require assistance from outside parties to respond and cleanup the discharge. The <br /> medium-volume discharge for this plant is 36,000 gallons. The contracted OSRO for the facility has <br /> the response equipment necessary to meet the "medium discharge" oil recovery rate and storage <br /> capacity requirements as noted in Appendix A. <br /> Additional Comments <br /> This size discharge would most likely occur due to minor equipment failures or human error. <br /> Examples may include, but not limited to, <br /> . Loading and Unloading of Surface Transportation; Facility Maintenance; <br /> • Facility Piping; <br /> • Pumping Station and Sumps; Oil Storage Locations; <br /> . Vehicle Refueling Operations; and/or <br /> . Age and Condition of Facility Components. <br /> Medium Discharge Scenarios <br /> Loading and Unloading of Surface Transportation: <br /> . Medium discharges due to operator error or equipment failure are possible during tank and/or <br /> tank car unloading/loading operations. Loading and unloading procedures are followed to <br /> minimize the potential of a spill. In addition, delivery drivers and facility personnel monitor truck <br /> and tank car transfer operations at all times while oil is being transferred. <br /> Facility Maintenance: <br /> Routine maintenance operations include testing, repairing, and/or replacing equipment <br /> throughout the life of the Facility. Maintenance practices and standard procedures are <br /> designed to minimize spills. The Facility maintenance crew is well trained to maintain the <br /> Facility in top operating condition.
