B.Worst Case Discharge Analysis and Scenarios Version:27.10.4 <br /> Facility Response Resources/Capability <br /> The Facility will respond to a Small Discharge with the manpower detailed in Figure 2.1 as well as <br /> local contract resources as detailed in Figure 2.2 and Appendix A. <br /> If the release is of a small and incidental nature (no discharge to surface water and no potential to <br /> harm human health or the environment), the operator(s) will recover the spilled material using <br /> available on-site equipment. The spent absorbents, contaminated debris, and personal protective <br /> equipment shall be placed in a compatible container (empty open-top drum), properly labeled and <br /> disposed of according to state and federal solid waste rules. No reporting is necessary unless the <br /> material spilled exceeds the reportable quantity, impacts human health and/or the environment, <br /> exceeds water quality standards, or causes a sheen on the surface of San Joaquin River. <br /> The Facility stocks spill cleanup tools (absorbent, shovels, etc.), and empty storage containers <br /> (drums, and totes). Facility response employees will respond to small spills and will clean up small <br /> spills that they can contain and recover. The 1,000 feet of containment boom can be deployed <br /> within one hour by the contracted OSRO. A spill response contractor will be called for releases <br /> that cannot be contained and recovered by Facility personnel. <br /> Remedial equipment if needed can be obtained through contracted OSRO identified in Figure 2.2. <br /> Notes <br /> .
