B.Worst Case Discharge Analysis and Scenarios Version:27.10.4 <br /> Facility Response Resources/Capability <br /> The Facility will initially respond to a Medium Discharge with a similar response to the Small <br /> Discharge. Additional response resources will be activated from an Oil Spill Removal Organization <br /> (s) (OSRO) as detailed in Figure 2.2 and Appendix A. <br /> For releases less than 36,000 gallons, the Facility shall immediately make all the necessary reports <br /> as per the notification lists in Section 2. If the release has been contained, the Qualified Individual QI <br /> shall assess the situation and determine if additional responders should be called to the site or if, <br /> given their level of training, Facility personnel can safely recover the release. All defensive efforts by <br /> the responders shall be directed at safely containing the release within secondary containment <br /> structures and the Facility drainage system. Operators shall shut valves, deploy sorbent booms, <br /> mats, and berms towards this end. Facility responders have a response time of less than one hour. <br /> The contracted OSRO for the Facility has the response equipment necessary to meet the "medium <br /> discharge" oil recovery rate and storage capacity requirements. <br /> The Facility stocks spill cleanup tools (absorbent, shovels, etc.), and empty storage containers <br /> (drums, and totes) as well as access to tanker trucks and rail cars to clean up medium spills. <br /> Facility response employees will respond to small spills and will clean up medium spills that they can <br /> contain and recover. The 1,000 feet of containment boom can be deployed within one hour by the <br /> contracted OSRO. A spill response contractor will be called for releases that cannot be contained <br /> and recovered by Facility personnel. <br /> Remedial equipment if needed can be obtained through contracted OSRO identified in Figure 2.2. <br /> Notes <br /> • Equipment and personnel resources are detailed in Section 4.0 and Appendix A. <br /> . Telephone notification and contact references are provided in Figures 2.1, 2.2, and 2.5. <br /> .
