C. Hazard Evaluation Version :27.10.4
Automated Detection Systems
• Product tanks are equipped with a two-stage level alarm system to help prevent tank
overfills. High level alarms and "High-High" level alarms will alert terminal personnel to
any potential upset condition. The high-high level alarm notifies pipeline to begin
immediate or emergency shutdown.
• Loading rack is bottom loading type with interlocks for setting brakes on tank vehicles.
Hose must be disconnected before brakes are released.
. The truck loading racks all have overfill protection devices. Each truck compartment
has a liquid level sensor that gives a signal to stop flow if it detects overfill. In the event
of a spill, the truck operators are instructed to immediately notify the Shell Operator on
duty. For spills after hours, truck operators are instructed to immediately call the Shell
Operator on call, phone numbers are posted in the BOL room.
Plan Implementation:
• For individual response scenarios refer to Section 3.3.
. If the facility has an incident resulting in a spill, The Emergency Notification List located
in Section 2 will be utilized to make the appropriate contacts both internal and external.
. For information regarding training, drills and exercises that are standard protocol refer
to Appendix E. Records are kept in in separate folders at the Facility.
Shell Supply and Distribution C-6 Stockton Terminal FRP
©2019 Witt O' Brien's Revision Date:October, 2019
