Regulatory Cross Reference Version :27.10.4 CALIFORNIA •DOF • DIVISIONTITLE 14 :D • SECTION BRIEF DESCRIPTION LOCATION IN PLAN 817.04(r) Readiness, Movement, and Cascading of Response Resources ----- 817.04(r)(1) Any equipment and personnel identified in the plan shall be App. A available for response. 817.04(r)(2) Maintenance: The Inland Facility Plan Holder shall notify the App. A Administrator when major response equipment identified in the plan is removed from service for a period of twenty-four(24) hours or more for maintenance or repair. 817.04(r)(2)(A) The Inland Facility shall demonstrate that backup equipment is App. A available during the time that the major response equipment is out of service. 817.04(r)(2)(B) The Contingency Plan shall remain valid during the time that App A equipment has been removed from service for maintenance or repair, if the Administrator has not disapproved such removal within twenty-four(24) hours of notification. 817.04(r)(2)(C) The Inland Facility shall notify the Administrator when the major App. A equipment is back in service. 817.04(r)(3) Cascading: There may be times when it is necessary to move App. A Response Resources from one area to another in order to respond to a catastrophic oil spill. 817.04(s) Incident Management and Area or Geographic Response Plans ----- 817.04(s)(1) Each plan shall indicate use of the U.S. Coast Guard or U.S. §4.0 Environmental Protection Agency Incident Management Handbook which describes the Incident Command System (ICS), or another widely recognized incident management system appropriate for pollution response and cleanup. 817.04(s)(2) Each plan shall ensure completion of a Site Safety and Health Plan §4.0, § 5.0 (SSHP) as required pursuant to Section 5192, of Title 8, of the California Code of Regulations. 817.04(s)(3) Where available, each plan shall use response operation sites and § 6.4 facilities identified in the applicable Area Contingency Plan or Geographic Response Plan. 817.04(s)(3)(A) A central command post sufficient to accommodate the initial § 6.4 Incident Command Post(ICP); and 817.04(s)(3)(B) Equipment and personnel staging areas. § 6.4 8817.04(r) Training App. E 817.04(r)(1) Each plan shall document that appropriate personnel employed by ----- the Inland Facility regularly receive training, such as: 817.04(r)(1)(A) Incident Command System; App. E 817.04(r)(1)(B) Oil spill emergency response training as required by state and App. E federal health and safety laws for Inland Facility personnel likely to be engaged in oil spill response Shell Supply and Distribution Cross Ref-34 Stockton Terminal FRP ©2019 Witt O' Brien's Revision Date:October, 2019
