State of California-California Environmental Protection Agency Department of Toxic Substances Control <br /> 8) Describe: Your ability to properly remove and manage all materials that require special handling. <br /> Including, but not limited to: 1.)A technical description of all equipment used in removing and <br /> managing the materials, and 2.) List the training provided to personnel who participate in the <br /> removal and/or managing of the materials. (Use additional pages as necessary.) <br /> MRSH with respect to major appliances (Appliances) include: (a) encapsulated PCBs <br /> and DEPH and metal encased capacitors (Capacitors); (b) CFCs, HCFCs and other non- <br /> CFC refrigerants (Refrigerants); (c) used oil; and (d) mercury switches and temperature <br /> control devices (Switches), in addition to any other material that is a hazardous waste <br /> when removed. <br /> A. Removal and Management of MRSH <br /> The following describes the ability of the facility to properly remove and manage MRSH <br /> from those Appliances not received from a certified appliance recycler (CAR). <br /> First, the weighmaster at the scale of the facility will inspect each load of scrap materials <br /> received at the facility from a supplier not already a CAR to determine whether it <br /> contains any Appliances. Second, a designated inspector will inspect each load of scrap <br /> material that contains any Appliances to determine whether each such Appliance within <br /> that load may require removal of Refrigerants and used oil. <br /> The designated inspector then will segregate Appliances from the other scrap material, <br /> into one area for those Appliances that may contain Refrigerants and used oil (e.g. <br /> refrigerator, freezers, and air conditioning units) and another area for all other <br /> Appliances. The facility will collect such Appliances in each area in quantities that are <br /> reasonable for efficient removal of MRSH by trained personnel. Once the MRSH are <br /> removed, the facility will return the Appliances into the general scrap metal handling <br /> areas appropriate for such materials. <br /> The facility will handle the Appliances in either of the following ways: <br /> o Arrange with an Appliance recycling service (such as Freon Free or American <br /> Freon Recovery, or the equivalent) for removal either of all MRSH, or just for <br /> removal of Refrigerants and used oil from applicable Appliances (Contractor). <br /> o For those Appliances not otherwise handled by a designated Contractor, trained <br /> facility personnel will remove MRSH. <br /> As of January 1, 2006, the Contractor will (a) remove Refrigerants and used oil from <br /> those Appliances potentially containing those MRSH and (b) supervise trained facility <br /> personnel as they remove Switches and Capacitors from those Appliances containing <br /> those MRSH. <br /> Upon removal, the facility will: (a) inspect Capacitors to determine appropriate handling, <br /> storage, and disposition; (b) collect Refrigerants in gas cylinders appropriate for the <br /> removed Refrigerants; (c) collect the used oil in containers appropriat.e for used oil (e.g. <br /> DTSC 1428(04/21/2005) 2 of 2 <br />
