SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; I y 1 Iii AMENDED <br /> 12/13/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CERTIFIED COLLISION CENTER-STOCKTON 7710 MURRAY DR, STOCKTON December 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained based on the following observations: <br /> 1. Sanding discs,which appeared used and potentially contaminated with bondo dust,were observed in the <br /> facility's dumpster and in a trash container in the facility's Body Shop (see photos IMG 9753-5, 9760-1).These <br /> used sanding discs were previously observed in several 55-gallon steel drums labeled as Hazardous Waste Bondo <br /> Dust/Debris.Jim Pinto, Head Painter, stated that the sanding discs observed in the dumpster and trash container <br /> should have been placed in a hazardous waste drum, and not in the trash. <br /> 2. The following open hazardous waste storage containers were observed on-site: <br /> A.A 55-gallon blue steel drum of hazardous waste solvents/paint liquid,which contained an open red funnel in <br /> the drum's bung hole, located in the Paint Shop (see photos IMG 9730-1). <br /> B.A 55-gallon black steel drum of hazardous waste waterborne paint solids, located in the Paint Shop(IMG <br /> 9733, 9735-7). <br /> 3. Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br /> A.At least two Festool HEPA dust extractors/vacuums were observed in the facility, in the Paint Shop and the <br /> Body Shop(see photo IMG 9752).According to Jim Pinto, Head Painter, these dust extractors are used to vacuum <br /> up the dust generated when sanding vehicles, and the extractors are emptied at the end of each day into a bondo <br /> dust/debris hazardous waste drum.The Festool HEPA dust extractors were missing the words"Hazardous Waste", <br /> name and address of generator, hazardous properties, physical state, composition (contents), and the <br /> accumulation start date or the words"Empty Daily." <br /> Note: The facility's most recent hazardous waste disposal pick up was on 11/15/2019 and included 120 pounds of <br /> non-RCRA waste bondo dust/debris. <br /> B.A 14-gallon Shop Vac vacuum, observed just outside of the Body Shop on a plastic cart,was at least half <br /> filled with dust(IMG 9762).According to Jim Pinto,this Shop Vac vacuum is no longer being used, since the <br /> facility replaced the Shop Vac vacuums with the Festool HEPA dust extractors,which are used to collect the dust <br /> generated when sanding vehicles and then emptied daily into a bondo dust/debris hazardous waste drum.The <br /> Shop Vac vacuum was missing the words"Hazardous Waste", name and address of generator, hazardous <br /> properties, physical state, composition (contents), and the accumulation start date or the words"Empty Daily." It <br /> was unclear how long the bondo dust in the Shop Vac vacuum has been on site. <br /> C.A blue 55-gallon steel drum of hazardous waste solvents/paint liquid, located in the Paint Shop,was missing <br /> the accumulation start date(see photos IMG 9730-1). Jim Pinto, Head Painter, added the accumulation start date, <br /> 11/19/19,to the drum's hazardous waste label, before a photo could be taken of the label missing the start date. <br /> Jim stated the facility's hazardous waste was last picked up for disposal on 11/19/2019 and that was the date that <br /> should have been written on the label by the hazardous waste hauler,World Oil. However, according to the facility's <br /> hazardous waste manifests, the most recent hazardous waste pick up for the disposal of waste paint material <br /> (liquid)was on 11/15/2019. <br /> D.A blue 55-gallon steel drum of hazardous waste waterborne paint liquid, located in the Paint Shop,was <br /> missing the accumulation start date (IMG 9730, 9372).
