S0 JOA U 1 Environmental Health Department <br /> U ; I y I AMENDED <br /> 12/13/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CERTIFIED COLLISION CENTER-STOCKTON 7710 MURRAY DR, STOCKTON December 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION:A copy of the consolidated manifest receipt with manifest ID 017696022JJK from 12/27/2018 for <br /> the disposal of 10 gallons of hazardous waste with waste code 133 was not found on site during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action <br /> regarding the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of the consolidated manifest receipt from 12/27/2018, <br /> mentioned above, and maintain it on site. Provide a copy of the consolidated manifest receipt and a corrective <br /> action statement to the San Joaquin County Environmental Health Department. <br /> This is a Class II violation. <br /> 202 HSC 25189.5(a)Disposed or caused disposal of HW at an unauthorized point. <br /> OBSERVATION: Sanding discs,which appeared used and potentially contaminated with bondo dust,were <br /> observed in the facility's dumpster and in a trash container in the facility's Body Shop(see photos IMG 9753-5, <br /> 9760-1). These used sanding discs were previously observed in several 55-gallon steel drums labeled as <br /> Hazardous Waste Bondo Dust/Debris. Jim Pinto, Head Painter, stated that the sanding discs observed in the <br /> dumpster and trash container should have been placed in a hazardous waste drum, and not in the trash. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: Immediately cease disposal of used sanding discs contaminated with bondo dust into the <br /> trash.
