Box 1260 <br /> Woodbridge, CA 95258 <br /> MONITORING WELL INSTALLATION WORK PLAN APPROVAL, CONSTELLATION <br /> BRANDS U.S. OPERATIONS, INC., WOODBRIDGE WINERY, SAN JOAQUIN COUNTY <br /> I have reviewed the Monitoring Well Installation Work Plan (Work Plan), dated 15 August <br /> 2013, for the Woodbridge Winery. The workplan proposes the installation of two groundwater <br /> monitoring wells (MW-15 and MW-16) to serve as upgradient and downgradient monitoring <br /> points near Land Application Areas (LAAs) blocks P and Q. The Work Plan was submitted in <br /> accordance with Provision G.1.a of Waste Discharge Requirements (WDRs) Order <br /> R5-2012-0103, which was adopted on 4 October 2012. <br /> The work plan describes the proposed approach to installing and sampling the two monitoring <br /> wells in the uppermost portion of the first saturated interval of groundwater beneath LAAs P <br /> and Q. These two LAAs are located adjacent to each other north of the winery. Because <br /> shallow groundwater trends northerly, MW-15 will be located immediately upgradient of LAA <br /> block Q while MW-16 will be located immediately downgradient of LAA block P. As required <br /> in Section 1 of Attachment D of the WDRs, the work plan includes a Sampling and Analysis <br /> Plan that ensures that representative samples of sufficient volume will be obtained from each <br /> of the wells for laboratory analysis. <br /> The work plan follows applicable well installation requirements outlined in two California <br /> Department of Water Resources Water Well Standards (Bulletin 74-81, dated December <br /> 1981, and Bulletin 74-90 dated June 1991), and San Joaquin County Well Standards <br /> (Ordinance Code Section 9-1115.6), dated February 2005. Well sealing and grouting <br /> specifications must effectively seal the shallow groundwater zone from deeper water-bearing <br /> intervals and follow San Joaquin County Environmental Health Department permitting <br /> guidelines. <br /> The Work Plan is consistent with the requirements of Order 135-2012-0103 and is hereby <br /> approved. As required by Provision G.1.c of the WDRs, a Monitoring Well Installation Report <br /> shall be submitted that describes the installation and provides initial monitoring results of the <br /> new groundwater monitoring wells required by Provision G.1.a.
