S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MECCA EQUIPMENT 7030 S C E DIXON ST, STOCKTON August 13, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> In the main shop area, two white 55 gallon poly drums containing an unknown material were labeled as caustic soda. <br /> Joseph Martin, General Manager,was not sure if the material was a waste. Any person who generates a waste <br /> shall determine if the waste is a hazardous waste. Immediately make a hazardous waste determination for the two <br /> drums, and manage them according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how these items will be managed. <br /> This is a repeat violation, Class ll. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated that employees who handle hazardous waste were properly <br /> trained.Joseph Martin, General Manager,was not sure what training the employees went through. The generator <br /> must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and <br /> emergency procedures. Provide proof of training to the EHD for employees whose responsibilities include hazardous <br /> waste. <br /> This is a repeat violation, Class ll. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Copies of uniform manifests for the disposal of hazardous waste for used oil, used antifreeze, oily debris, paper oil <br /> filters, metal oil filters, and a parts washer were not found on site. Hazardous waste generators shall retain copies <br /> of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on <br /> site for three years and have them readily available for review. Immediately locate a copy of all missing manifests <br /> and receipts for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a repeat violation, Class ll. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for used oil, used antifreeze, oily debris, paper oil filters, metal oil filters <br /> and a parts washer were not found on site. Hazardous waste generators shall retain copies of all manifests signed <br /> off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and <br /> have them readily available for review.
