In the central accumulation hazardous waste area: One blue 55 gallon poly drum containing an oily sludge was observed with the bung hole open One white 30 gallon poly drum containing an oily sludge was observed without a lid In the fabrication area, one white 5 gallon bucket containing oily metal fines with oil pooling on the bottom of the bucket was observed without a lid All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. This is a repeat violation, Class II. 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. The accumulation start date for the used oil tank was incorrect. Records show that there was a pickup after the 1/24/2019 listed date. The used antifreeze tank was observed with a hazardous waste tank missing the words"Hazardous Waste"and the accumulation start date. All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the required information. This is a Class II violation. 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. Facility does not have a tank assessment for the used oil tank and the 150 gallon used antifreeze tank. The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have an assessment prepared for the used oil tank and the 150 gallon used antifreeze tank. Submit a schedule showing when this will be accomplished to the EHD.
