Stockton Surgery Center <br />Facilities & Environment Manual <br />Section: Hazardous Materials <br />Title: Hazardous Materials and Medical Waste Management Plan <br />Policy # <br />OBJECTIVE <br />To establish and maintain a program to safely control hazardous materials and waste <br />To comply with the Federal Standards and other regulations as required by this state <br />POLICY <br />It is the policy of the Center, to comply with all federal, state and local regulations. The Occupational <br />Safety and Health Administration Code of Federal Regulations (CFR), Title 29, Section 1910.1200, <br />Hazard Conrnaunication Standard mandates as follows: <br />(2) This occupational safety and health standard is intended to address <br />comprehensively the issue of evaluating the potential hazards of chemicals and <br />communicating information concerning hazards and appropriate protective <br />measures to employees. ...may inchrde, ... developing and maintaining a written <br />hazard corrtrmvtication program for the workplace, including lists of hazardous <br />chemicals present; labeling of containers of chemicals in the workplace, ... <br />preparation and distribution of material safety data sheets to employees and <br />downstream employers, and development and implementation of employee <br />training programs regarding hazards of chemicals and protective measures. <br />PROCEDURE <br />1. The Hazard Communication Program and Medical Waste Management Plan is under the <br />direction of the Administrator. The Safety Officer is responsible for the development and <br />implementation of the facility program. <br />2. The Safety Committee will insure that chemicals are handled according to regulatory guidelines <br />including selection, storage, transport, usage and disposal. This Committee will develop and <br />maintain criteria and guidelines to be followed by all departments in the facility. Department <br />Audits will be conducted and regular reports will be submitted to the Safety Committee, <br />3. This plan includes the process for management of chemical waste and regulated medical/infectious <br />waste, including sharps. The center provides adequate storage spaces and equipment for handling <br />chemical and medical waste. <br />4. All hazardous materials or waste spills, exposures or other incidents will be investigated. An <br />annual evaluation of the objectives, scope, performance and effectiveness of this program will be <br />performed. <br />5. The Safety Committee is responsible for ensuring the health and safety of all staff, patients, <br />visitors, and the community environment. As such they will determine which chemicals in use in <br />the facility are hazardous and provide a Material Safety Data Sheet. They will implement and <br />maintain the Hazard Communication Program with ongoing education within the facility. <br />6. Employees, including all contract workers, must follow established guidelines and procedures <br />and have the right to chemical use information with no resulting discrimination. They will report <br />all hazardous conditions to their supervisor as well as related illnesses. <br />7.
