6
2. r In any processing, dispersal of hazardous
material such as aerosols, liquids, etc. ,
shall be precluded through the use of proper
coverings, seals, ventilation, etc. ,, and.
personnel. shall be portected against contact
with the material through the use of protective
clothing and gear.
III. DISPOSAL:
A. DISPOSAL DEFINED: Disposal, for purposes of these
guidelines, is the final treatment or combination
of treatments in the conversion of disposable
hazardous or infectious wastes to innocuous
material. It begins after the discharge of the
wastes into the final treatment system- i.e. , after
discharge into the sewage treatment system,
incinerator or sanitary landfill.
B. SPECIAL PH--6JPARATIQN:
1 . The sooner the infectious waste can be steral-
ized by autoclaving, chemical treatment, or
some equally effective process, the sooner the
waste can be combines with the conventional
refuse.
2. The sooner the 11sharps" can be rendered safe
by melting, pulverizing or some equally
effective process, the sooner the waste can be
combined with conventional refuse.
C. PREFERRED SYSTEMIS: The preferred disposal system
is the one which exhibits the most balance among
the factors of conservation, economics, health,
safety and aesthetics. Such systems are:
1 . For liquids (no grinding) - t-reatment in a
sewage treatment plant cap abl-e of rendering
the w,,aste innocv.ous (secondary treatment plant,
at least) .
2. For combustible solids - complete incineration
followed. by disposal of the ash in a sanitary
landfill. If incineration is not feasible,
then disposal is to be accomplished as set
forth in b`3 below.
3. For noncombustible solids ® burial in a sanitary
landfill while packaged. in containers which
clearly identify it as hazardous wastes (See E-3) .
These containers shall]- be handled separately
from other wastes until burial. Burial is to
take place immediately upon receipt at the
landfill.
