The following measures will mitigate Phase I <br /> traffic impact. <br /> Hammer Lane and Tam O'Shanter Drive: Restripe the <br /> southbound approach on Tam O ' Shanter to have a <br /> right-turn pocket and a through-left lane, rather <br /> than the existing right/through lane with a <br /> left-turn pocket. This change in lane geometrics <br /> would improve the V/C ratio to 0 . 91 which is <br /> significantly less than the existing V/C ratio of <br /> 0. 96. <br /> West Lane and March Lane: Construct a right-turn <br /> pocket for the southbound approach on West Lane . <br /> This improvement would lower the V/C ratio to 0 .97 <br /> which is significantly lower than the existing V/C <br /> ratio of 1. 08. <br /> West Lane and Bianchi Road: Construct right-turn <br /> pockets for the north and southbound approach . <br /> This brings the V/C ratio to 0 . 93 which is <br /> slightly less than the existing condition of 0. 95. <br /> Total Project Traffic Mitigations <br /> Four locations out of twelve studied had LOS F <br /> traffic conditions with project traffic added to <br /> existing traffic. The existing traffic conditions <br /> at each of these four locations is less than <br /> desirable . The project traffic worsens these <br /> conditions. With implementation of the following <br /> mitigation measures, future traffic conditions can <br /> be as equal to or better than the existing level <br /> of service. <br /> Hammer Lane and Tam O' Shanter Drive: This <br /> location has limited potential for widening or <br /> expansion , but can be mitigated by reconstruction <br /> for some of the intersection so that simultaneous <br /> left turning movements can be made on north and <br /> southbound Tam O'Shanter Drive. This intersection <br /> presently has a right-turn pocket , and a <br /> through/left lane, and a left-turn lane. It would <br /> be better for the movement of existing and <br /> projected traffic to have dual left-turn lanes , <br /> and a right/through lane for the northbound <br /> approach . This arrangement yields Level of <br /> Service E which is the existing condition. <br /> West Lane and Hammer Lane: The existing V/C ratio <br /> is 1 . 08 with a Level of Service F. With the <br /> project traffic, the conditions worsen to a V/C <br /> ratio of 1. 15. This can be mitigated to 0 . 93 or <br /> Level of Service E by widening West Lane and <br /> 25 <br />
