r , <br /> i <br /> adding an additional through lane for the north <br /> and southbound approaches of this intersection. <br /> Since it is planned by the city to widen West Lane <br /> to a six-lane facility in the future , this <br /> mitigation measure coincides with the future plan. <br /> West Lane and March Lane : This intersection is <br /> also at Level of Service F (V/C = 1 . 08 ) for <br /> existing traffic. With the project traffic added <br /> in this V/C ratio goes to 1 . 18. By widening the <br /> southbound approach of West Lane at this location <br /> to accommodate a right-turn pocket , the Level of <br /> Service improves to better than the existing <br /> conditions with a V/C ratio of 1.03. <br /> West Lane and Bianchi Road: The existing Level of <br /> Service is E with a V/C ratio fo 0 . 95 . Project <br /> traffic raises the V/C ratio to 1. 05, or Level of <br /> Service F. The mitigation recommended for this <br /> location is to install a right turn pocket for the <br /> southbound approach , which brings the V/C ratio <br /> back to the existing V/C ratio of 0. 95 <br /> Cumulative Mitigation <br /> A practical solution to the existing and projected <br /> overloaded street network would be to add new <br /> major roadways to provide cross-town traffic <br /> relief to West Lane and Hammer Lane. After <br /> discussing this problem with the Stockton Public <br /> Works staff , it was decided to have March Lane <br /> extend eastward from West Lane to the S .R. 99 <br /> freeway, and also to have Holman Road be fully <br /> constructed to connect March Lane north to Eight <br /> Mile Road. In addition to these two new roadways, <br /> specific mitigation measures to various inter- <br /> section geometrics would be necessary to solve the <br /> traffic problem. <br /> 1. West Lane and Hammertown Drive <br /> It is part of the City's plan to improve West <br /> Lane to a six lane facility in the near <br /> future. This location was , therefore , <br /> mitigated to three through lanes on West Lane <br /> or both the north and southbound approaches . <br /> Hammertown Drive should have two through <br /> lanes in each direction. The intersection as <br /> mitigated with dual left turning movements <br /> and right turn pockets for each approach. <br /> 26 <br />
