PROJECT DESCRIPTION <br /> Figure I shows the location of the proposed Kaiser Perman- <br /> ente Stockton Medical Center southeast of the intersection of <br /> Hammer Lane and West Lane in north Stockton. The 25 acre site is <br /> currently divided into 21 separate parcels and is bisected by <br /> Compton Way and Kathleen Street. A parcel map has been filed to <br /> merge these several parcels and abandon the public rights- <br /> of-way. The site is zoned CM, CR and C2 which allows the <br /> hospital use by use permit. <br /> Kaiser Permanente is the largest non-governmental health <br /> organization in the United States with over 5 million members. In <br /> northern California, Kaiser Permanente has 25 medical facilities, <br /> 2 million members, and 23,000 employees . Kaiser centers in new <br /> areas are designed to serve a 30 mile radius which would provide <br /> a current local support population of 600,000. <br /> Kaiser Permanente is a direct service pre-paid health <br /> organization; unlike traditional indemnity insurance carriers who <br /> reimburse their members for care , Kaiser Permanente provides <br /> total care through its physicians and hospitals. Because of its <br /> emphasis on out-patient care, Kaiser Permanente member ' s hospital <br /> days are less than one-half the state average and membership <br /> rates are frequently lower as well. <br /> The particular site chosen is important for several reasons: <br /> a. Because of the emphasis on personalized preventive health <br /> care, Kaiser Permanente locates its facilities near resi- <br /> dential areas for convenient and ready access . Northern <br /> Stockton is a rapidly growing area. At the same time , <br /> convenient access to the balance of the service area is <br /> provided by Freeway 99, Hammer Lane, West Lane, and 1-5. <br /> b. Kaiser Permanente facilities blend in well with adjacent <br /> residential areas because of careful site design and <br /> extensive landscaping. Their centers are generally located <br /> next to residential areas and often act as a buffer between <br /> those residential uses and more intense uses such as <br /> shopping centers or busy surface streets. <br /> C. A rectangular site size of 20-30 acres is critical to the <br /> Kaiser Center concept. The 200 bed hospital and 180 doctor <br /> MOB is considered optimum for health care within the <br /> identified 30 mile radius service area. A smaller site will <br /> not accommodate the facility. A larger site is not needed; <br /> if future expansion is warranted, it would occur at another <br /> location rather than on the initial site. <br /> The site plan shows that although Kathleen Drive will be <br /> abandoned as a public street, it will remain as a private roadway <br /> and as the central internal circulation feature . Parking for <br /> 1 , 512 vehicles will be provided in two main lots between West <br /> B-4 <br />
