Procedure <br />• <br />• <br />Document Number: 909 R 5003 <br />Rev: 12 Date: 1/22/13 <br />EMERGENCY RESPONSE PROCEDURES <br />Management Incident Response Team <br />• team will initially establish command center in the immediate area of the <br />spill. <br />• team will determine size of spill and whether spill control and clean up can <br />be handled by Pilkington using ENV -KP -015 or whether an emergency <br />response firm needs to be called. In the case of significant release, team <br />may opt to request assistance from fire department. <br />• an incident team member will become media officer to coordinate public <br />relations and media inquiries. Will also keep corporate personnel apprised <br />of ongoing issues. <br />• incident team will be responsible for completing a final incident report to be <br />issued to corporate after incident has lapsed. <br />• consult MSDS and/or DOT Emergency Response Guidebook for additional <br />information <br />Emergency Response Guidelines for Petroleum Based Chemicals/Waste <br />Refer to the facility's Spill Prevention Control & Countermeasure Plan (SPCC) to <br />address releases from an aboveground storage tank, truck, and/or pipeline. Oil <br />Pollution Prevention Regulations in 40 CFR Part 112 require development and <br />implement of SPCC plans to prevent the discharge of oil into the navigable waters of <br />the United States and adjoining shoreline. It has been determined that the Lathrop <br />facility falls under these regulations. <br />The SPCC Plan contains procedures to address releases from the facility's <br />aboveground storage tanks (diesel) as well as tank truck off-loading. The plan also <br />addresses inspections of said tanks and accompanying pipelines. <br />California regulations consider oily waste solids (from spill clean-ups) and liquid <br />waste oil as hazardous waste.
