MONITORING AND REPORTING PROGRAM -2-
JOHNS-MANVILLE MANUFACTURING, INCORPORATED
FORMOSA PLASTICS, USA
SAN JOAQUIN COUNTY
WATER QUALITY MONITORING PROGRAM
REPORTING
Field and laboratory tests shall be reported in the semi-annually monitoring reports. All
parameters shall be graphed so as to show historical trends at each well.
The ground water surface elevation (in feet and hundredths, M.S.L.) in all wells shall be
measured on a semi-annually basis and used to determine the velocity and direction of ground
water flow. This information shall be displayed on a water table contour map and/or ground
water flow net for the site and submitted with the semi-annually monitoring reports.
The following detection monitoring program shall be implemented at the facility to determine
compliance with the "water quality protection standards".
Ground Water Monitoring
LOCATIONS
The monitoring network shall consist of a background monitoring well, MW-1, and three
downgradient monitoring wells, MW-2, MW-3, and MW-4, shown in Attachment A. Wells
MW-2, MW-3, and MW-4 shall constitute the "points of compliance" with respect to ground
water. Locations of these wells are shown on Attachment B.
FREQUENCY
Samples shall be collected from all wells and analyzed as specified in Table I.
During the first year of monitoring, the monitoring frequency shall be quarterly as indicated
in the above tables. In the second year, the frequency shall be reduced to semi-annually. In
addition, each well shall be sampled annually for asbestos at the same time surface water
samples for asbestos are taken. The samples shall be analyzed for asbestos fiber content for
fibers greater than 10 microns.
PARAMETERS
Ground water samples shall be analyzed for the monitoring parameters shown in Table I.
