MONITORING AND REPORTING PROGRAM -6- <br /> JOHNS-MANVILLE MANUFACTURING, INCORPORATED <br /> FORMOSA PLASTICS, USA <br /> SAN JOAQUIN COUNTY <br /> CONCENTRATION LIMITS <br /> For each monitoring point or location assigned to the detection monitoring program, the <br /> Concentration Limit for each Constituent of Concern (or Monitoring Parameter) shall be its <br /> background value as obtained during the appropriate Reporting Period, as follows: <br /> 1. If 10% or more of the samples taken during a given Reporting Period from the <br /> background monitoring points for a monitored medium exceed their respective facility- <br /> specific Method Detection Limit [MDL]" for a given constituent, then the <br /> Concentration Limit for that medium and constituent shall consist of the mean (or <br /> median, as appropriate) and standard deviation (or other measure of central tendency, <br /> as appropriate) of all the background data obtained for that constituent from that <br /> medium during that Reporting Period; otherwise <br /> 2. The Concentration Limit for that medium and constituent shall be its MDL. <br /> MONITORING POINTS <br /> Monitoring Points (including background) for detection monitoring shall be those listed in this <br /> Monitoring and Reporting Program and shown on Attachment B. <br /> Surface Water: SW-1, SW-2, SW-3, and SW-4 <br /> Ground Water: MW-1, MW-2, MW-3, and MW-4 <br /> POINTS OF COMPLIANCE <br /> The Points of Compliance shall be those listed in this Monitoring and Reporting Program and <br /> shown on Attachment B. <br /> Surface Water: SW-2, SW-3, and SW-4 <br /> Ground Water: MW-2, MW-3, and MW-4 <br /> The water quality protection standards for all constituents in the ground and surface water <br /> monitoring program shall be equivalent to background concentration, as determined by data <br /> from quarterly sampling of surface and ground water for a one year period. Until the <br /> quarterly sampling is completed, the water quality protection standards for volatile organic <br /> compounds shall be nondetectable as determined by data from 1989-1990 semi-annual ground <br /> water sampling. <br />
