MONITORING AND REPORTING PROGRAM -6- JOHNS-MANVILLE MANUFACTURING, INCORPORATED FORMOSA PLASTICS, USA SAN JOAQUIN COUNTY CONCENTRATION LIMITS For each monitoring point or location assigned to the detection monitoring program, the Concentration Limit for each Constituent of Concern (or Monitoring Parameter) shall be its background value as obtained during the appropriate Reporting Period, as follows: 1. If 10% or more of the samples taken during a given Reporting Period from the background monitoring points for a monitored medium exceed their respective facility- specific Method Detection Limit [MDL]" for a given constituent, then the Concentration Limit for that medium and constituent shall consist of the mean (or median, as appropriate) and standard deviation (or other measure of central tendency, as appropriate) of all the background data obtained for that constituent from that medium during that Reporting Period; otherwise 2. The Concentration Limit for that medium and constituent shall be its MDL. MONITORING POINTS Monitoring Points (including background) for detection monitoring shall be those listed in this Monitoring and Reporting Program and shown on Attachment B. Surface Water: SW-1, SW-2, SW-3, and SW-4 Ground Water: MW-1, MW-2, MW-3, and MW-4 POINTS OF COMPLIANCE The Points of Compliance shall be those listed in this Monitoring and Reporting Program and shown on Attachment B. Surface Water: SW-2, SW-3, and SW-4 Ground Water: MW-2, MW-3, and MW-4 The water quality protection standards for all constituents in the ground and surface water monitoring program shall be equivalent to background concentration, as determined by data from quarterly sampling of surface and ground water for a one year period. Until the quarterly sampling is completed, the water quality protection standards for volatile organic compounds shall be nondetectable as determined by data from 1989-1990 semi-annual ground water sampling.
