MONITORING AND REPORTING PROGRAM -7- <br /> JOHNS-MANVILLE MANUFACTURING, INCORPORATED <br /> FORMOSA PLASTICS, USA <br /> SAN JOAQUIN COUNTY <br /> The water quality protection standards for asbestos fibers greater than 10 microns in ground <br /> waters shall be equivalent to background concentrations as determined by data from 1989- <br /> 1990 annual ground water sampling. The water quality protection standards for asbestos <br /> fibers greater than 10 microns in surface waters shall be equivalent to background <br /> concentrations or 7.0 million fibers/liter ( L), whichever is less, as determined by data <br /> from 1989-1990 annual surface water sampling. <br /> If subsequent sampling "background" water indicates significant water quality changes due to <br /> either seasonal fluctuations or other reasons unrelated to the waste management activities at <br /> the site, the Discharger may request modification of these water quality protection standards. <br /> STATISTICAL PROCEDURES FOR DETERMINING SIGNIFICANT INCREASES <br /> The significance of increases in indicator parameters and waste constituents over background <br /> water quality protection standards shall be established through the use of the statistical <br /> procedures described in Standard Provisions or approved by Regional Board staff. <br /> The Discharger shall implement the above monitoring program as of the date of this Order. <br /> Ordered by: Wa'a-0,1, <br /> WILLIAM H.
