• <br /> MONITORING AND REPORTING PROGRAM -6- <br /> CLOSURE AND POST CLOSURE MAINTENANCE <br /> JOHNS-MANVILLE MANUFACTURING COMPANY, INC. <br /> SURFACE IMPOUNDMENTS AND UNCLASSIFIED LANDFILLS <br /> SAN JOAQUIN COUNTY <br /> WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard (Standard) shall consist of constituents of concern, <br /> concentration limits, monitoring points, and points of compliance as follows: <br /> CONSTITUENTS OF CONCERN <br /> The Constituents of Concern shall be for water-bearing media (i.e., ground water and surface <br /> water.) <br /> CONCENTRATION LIMITS <br /> For each monitoring point or location assigned to the detection monitoring program, the <br /> Concentration Limit for each Constituent of Concern (or Monitoring Parameter) shall be its <br /> background value as obtained during the appropriate Reporting Period, as follows: <br /> 1) If 10% or more of the samples taken during a given Reporting Period from the background <br /> monitoring points for a monitored medium exceed their respective facility-specific Method <br /> Detection Limit [MDL]" for a given constituent, then the Concentration Limit for that medium <br /> and constituent shall consist of the mean (or median, as appropriate) and standard deviation (or <br /> other measure of central tendency, as appropriate) of all the background data obtained for that <br /> constituent from that medium during that Reporting Period; otherwise <br /> 2) the Concentration Limit for that medium and constituent shall be its MDL. <br /> MONITORING POINTS <br /> Monitoring Points (including background) for detection monitoring shall be those listed in this <br /> Monitoring and Reporting Program and shown on Attachment B. <br /> Surface Nater: SW-1, SW-2, SW-3, and SW-4 <br /> Ground Nater: MW-1, MW-2, MW-3, and MW-4 <br /> POINTS OF COMPLIANCE <br /> The Points of Compliance shall be those listed in this Monitoring and Reporting Program and <br /> shown on Attachment B. <br /> Surface Water: SW-2, SW-3, and SW-4 <br /> Ground `Vater: MW-2, MW-3, and MW-4 <br />
