MONITORING AND REPORTING PROGRAM -7- CLOSURE AND POST CLOSURE MAINTENANCE JOHNS-MANVILLE MANUFACTURING COMPANY, INC. SURFACE IMPOUNDMENTS AND UNCLASSIFIED LANDFILLS SAN JOAQUIN COUNTY The water quality protection standards for all constituents in the ground and surface water monitoring program shall be equivalent to background concentration,as determined by data from quarterly sampling of surface and ground water for a one year period. Until the quarterly sampling is completed, the water quality protection standards for volatile organic compounds shall be nondetectable as determined by data from 1989-1990 semi-annual ground water sampling. The water quality protection standards for asbestos fibers greater than 10 microns in ground waters shall be equivalent to background concentrations as determined by data from 1989-1990 annual ground water sampling. The water quality protection standards for asbestos fibers greater than 10 microns in surface waters shall be equivalent to background concentrations or 7.0 million fibers/liter (MFL), whichever is less, as determined by data from 1989-1990 annual surface water sampling. If subsequent sampling "background" water indicates significant water quality changes due to either seasonal fluctuations or other reasons unrelated to the waste management activities at the site, the Discharger may request modification of these water quality protection standards. STATISTICAL PROCEDURES FOR DETERMINING SIGNIFICANT INCREASES The significance of increases in indicator parameters and waste constituents over background water quality protection standards shall be established through the use of the statistical procedures described in Standard Provisions or approved by Regional Board staff.
