MONITORING AND REPORTING PROGRAM -7- <br /> CLOSURE AND POST CLOSURE MAINTENANCE <br /> JOHNS-MANVILLE MANUFACTURING COMPANY, INC. <br /> SURFACE IMPOUNDMENTS AND UNCLASSIFIED LANDFILLS <br /> SAN JOAQUIN COUNTY <br /> The water quality protection standards for all constituents in the ground and surface water <br /> monitoring program shall be equivalent to background concentration,as determined by data from <br /> quarterly sampling of surface and ground water for a one year period. Until the quarterly <br /> sampling is completed, the water quality protection standards for volatile organic compounds shall <br /> be nondetectable as determined by data from 1989-1990 semi-annual ground water sampling. <br /> The water quality protection standards for asbestos fibers greater than 10 microns in ground <br /> waters shall be equivalent to background concentrations as determined by data from 1989-1990 <br /> annual ground water sampling. The water quality protection standards for asbestos fibers greater <br /> than 10 microns in surface waters shall be equivalent to background concentrations or 7.0 million <br /> fibers/liter (MFL), whichever is less, as determined by data from 1989-1990 annual surface water <br /> sampling. <br /> If subsequent sampling "background" water indicates significant water quality changes due to <br /> either seasonal fluctuations or other reasons unrelated to the waste management activities at the <br /> site, the Discharger may request modification of these water quality protection standards. <br /> STATISTICAL PROCEDURES FOR DETERMINING SIGNIFICANT INCREASES <br /> The significance of increases in indicator parameters and waste constituents over background <br /> water quality protection standards shall be established through the use of the statistical procedures <br /> described in Standard Provisions or approved by Regional Board staff. <br /> The Discharger shall implement the above monitoring program as of the date of this Order. <br /> Ordered by <br /> WILLIAM H.
