The discharge of wastes which have the potential to reduce or impair the integrity of <br /> containment structures or which, if commingled with other wastes in the units, could <br /> produce violent reaction. heat or pressure, fire or explosion, toxic by-products, or <br /> reaction products which in turn: <br /> a. require a higher level of containment than provided by the unit, <br /> b. are 'restricted hazardous wastes', or <br /> c. impair the integrity of containment structures, <br /> is prohibited. <br /> B. Discharge Specifications: <br /> GENERAL SPECIFICATIONS <br /> 1. A foot cover shall be placed over each landfill unit. The cover shall <br /> e constructed to prevent erosion of the cover. , <br /> i <br /> 2. Construction methods and quality assurance procedures shall be sufficient to ensure <br /> that all parts of the cover meet thickness and slope requirements. <br /> 3. Prior to the construction of any landfill cap, a construction quality assur- <br /> ance (CQA) plan shall be submitted and approved by Regional Board staff. <br /> Water Quality Protection Standard <br /> 5. The Water Quality Protection Standard, as defined in Section 2550.2 of Chapter 15, <br /> shall consist of constituents oi'concern, their concentration limits, the point of compli- <br /> ance, and all water duality monitoring points. Constituents of concern shall include <br /> all waste constituents. their reaction products, and hazardous constituents that are <br /> reasonably expected to be in or derived from waste contained in the landfill. Concen- <br /> tration limits in each monitoring medium shall consist of background concentrations <br /> of each constituent of concern or concentrations greater than background pursuant to <br /> Section 2550.4 of Chapter 15. For each monitoring event, the Discharger shall <br /> determine whether there is statistically significant evidence of a release from the <br /> landfills and whether the landfills are in compliance with the Nater Quality Protec- <br />
