The discharge of wastes which have the potential to reduce or impair the integrity of containment structures or which, if commingled with other wastes in the units, could produce violent reaction. heat or pressure, fire or explosion, toxic by-products, or reaction products which in turn: a. require a higher level of containment than provided by the unit, b. are 'restricted hazardous wastes', or c. impair the integrity of containment structures, is prohibited. B. Discharge Specifications: GENERAL SPECIFICATIONS 1. A foot cover shall be placed over each landfill unit. The cover shall e constructed to prevent erosion of the cover. , i 2. Construction methods and quality assurance procedures shall be sufficient to ensure that all parts of the cover meet thickness and slope requirements. 3. Prior to the construction of any landfill cap, a construction quality assur- ance (CQA) plan shall be submitted and approved by Regional Board staff. Water Quality Protection Standard 5. The Water Quality Protection Standard, as defined in Section 2550.2 of Chapter 15, shall consist of constituents oi'concern, their concentration limits, the point of compli- ance, and all water duality monitoring points. Constituents of concern shall include all waste constituents. their reaction products, and hazardous constituents that are reasonably expected to be in or derived from waste contained in the landfill. Concen- tration limits in each monitoring medium shall consist of background concentrations of each constituent of concern or concentrations greater than background pursuant to Section 2550.4 of Chapter 15. For each monitoring event, the Discharger shall determine whether there is statistically significant evidence of a release from the landfills and whether the landfills are in compliance with the Nater Quality Protec-
