The Board has adopted the Water Quality Control Plan, Second Edition, for the Sacra- <br /> mento-San Joaquin basin (5B). This Order implements the water quality objectives <br /> stated in that Plan. <br /> 34. The Board has notified the Discharger and interested agencies and persons of its <br /> intention to adopt WDRs for closure of this facility. <br /> 35. In a public hearing, the Board heard and considered all comments pertaining to this <br /> facility and discharge. <br /> IT IS HEREBY ORDERED that the,Johns-Manville Manufacturing Company, Inc.,Johns- <br /> Manville Asbestos/Cement Pipe Corporation, and Formosa Plastics, USA, in order to meet <br /> the provisions of Division 7 of the California Water Code and the regulations adopted <br /> thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of hazardous waste at this facility is prohibited. <br /> 2. The discharge of solid or liquid waste or leachate to surface waters, surface water <br /> drainage courses, or ground water is prohibited. <br /> 3. The discharge of liquid or semi-solid waste (i.e., waste containing less than 50 percent <br /> solids) to the landfills is prohibited. <br /> 4. The discharge to the landfills of solid waste containing free liquid or moisture in <br /> excess of the waste's moisture holding capacity is prohibited. <br /> 5. The discharge of waste from the surface impoundments is prohibited. <br /> 6. The discharge of waste to ponded water from any source is prohibited. <br /> 7. The discharge of waste within 100 feet of surface waters is prohibited. <br />
