Kleinfelder prepared a report titled "Report Geotechnical Investigation Pro- <br /> posed River Pointe Subdivision, Lodi, California."In their report it was concluded that the major <br /> concern on the site from a geotechnical standpoint is the presence of significant amounts of un- <br /> controlled fill and debris and an extremely large pit up to approximately 15 to 20 feet deep or <br /> deeper near the center of the site that required backfilling. Kleinfelder stated, "It is our opinion <br /> that the concrete portions of the debris can be buried in proposed Engineered Fills provided they <br /> are below the depth of any proposed or future possible excavations." <br /> In May 1992, a Draft Environmental Impact Report was prepared by Kreines& Kreines titled <br /> "River Pointe General Plan Amendment, Rezoning and Tentative Map, Draft Environmental Impact <br /> Report."The report indicated that the project encompasses a 12.11-acre rectangular site bound by the <br /> Mokelumne River to the north,Turner Road to the south two communities to the west and southern <br /> Pacific Railroad tracks to the east.The proposed development would consist of 45 single-family lots <br /> and a homeowners association would own and maintain the private street. <br /> As indicated in the report, the site was formerly a winery and distillation facility for 77 years, <br /> beginning in 1909.An on site storage tank from the winery was previously removed from the site <br /> and during this removal process soil contamination was noted. Reportedly, the project applicant <br /> carried out "extensive soil and groundwater testing. The removal of the storage tank and testing <br /> process resulted in the creation of large stockpiles on the project site consisting of clean soil, <br /> AMIL contaminated soil, and rubble from the demolished winery buildings and driveways. Approxi- <br /> mately two thirds of the site is disturbed be either excavation or stockpiling, as shown in <br /> Exhibit 8."(Appendix A). <br /> The EIR indicated that several reports on the cleanup of the stockpiled soils on the project site <br /> were prepared by the current and previous site owners and submitted to various regulatory agen- <br /> cies. The report stated, "The existence of hazardous materials on the project site and cleanup of <br /> the project site are not a part of the proposed project under study in this EIR. However, the <br /> cleanup of the project site must be completed before the project site could be graded prior to <br /> construction. It was indicated, "According to the project site owners, the drying ponds were <br /> tested for contamination by a former owner of the project site in the 1980' and no contamination <br /> was found." (Documentation pertaining to this testing and the analytical results was not avail- <br /> able). According to the EIR, the drying ponds are part of a floodplain terrace, which comprises <br /> the northern one-third of the project site. <br /> In February 1993,Wm. J. Hunter &Associates (WJH) prepared a report titled "Final Report <br /> and Closure Plan, I West Turner Road, Lodi, CA Site Code 2195" for the San Joaquin County <br /> Public Health Service Environmental Health Division. Based on the report, the property was <br /> used as a winery and distillery from 1909 to 1986 at which time operations were discontinued <br /> and usable equipment and fixtures were removed from the site. In 1988, Richard Thorpe, Jim <br /> Thorpe Oil, Inc. purchased the property for the purpose of removing existing buildings, tanks <br /> and other features and converting the site to residential use. It was indicated that in the process of <br /> abandoning the buildings and underground storage tanks, a large concrete bunker was uncovered <br /> and removed which had contaminated the surrounding soil,and possibly groundwater. <br /> • <br /> 104690061 x snal.aoc 9 r: <br />
