Lodi City Landfill November 16,2011 <br /> North of Awani Drive,Lodi,California Project No. 104690061 <br /> The report states that after decommissioning the winery, Jim Thorpe Oil, Inc., (JTO) was con- <br /> tracted to destroy the existing buildings and structures that remained on the property. The work <br /> reportedly began in 1987 and was completed at the end of 1988. During the removal of a <br /> 15,000-gallon concrete bunker, which reportedly contained diesel fuel and/or bunker fuel, soil <br /> contamination was discovered and there was the possibility of groundwater contamination. Soil <br /> borings and three groundwater monitoring wells were installed in March 1988. <br /> In July 1988, Ford Construction Inc. and JTO purchased the property and reportedly assumed <br /> liability for future cleanup and site closure. "In early 1989, additional spoil was removed from <br /> the site of the former concrete tank, resulting in a pit approximately 160'x 180'x 45'deep,plus <br /> access ramps & erosional gullies. It was reported that the excavation reached a maximum depth <br /> of about 45 feet bgs and breached the water table which at the time was approximately 39 feet <br /> bgs. Sloughing and erosion has refilled the pit to about 30 feet, and water no longer is visible." <br /> "Subsequent reports by WJH concluded that all contaminated soil had been removed from the site, <br /> and the groundwater had not been impacted. refer to Exhibits B&C for copies of those reports."On <br /> July 23, 1990, the San Joaquin County Environmental Health Davison stated that they agreed with <br /> WJH's assessment "...that groundwater has not been impacted and no significant contamination <br /> remains in the vadose zone."However, site closure could not be achieved until the "removed spoil" <br /> was either disposed of or satisfactorily remediated to acceptable levels. <br /> • According to the report, 'JTO decided to employ an experimental technique for remediating the <br /> approximately 8,000 cubic yards ofspoil which was stored on site. The method employed a large <br /> Pug Mill, (normally used to make dry-mix asphalt,) to thoroughly mix the bacteria with the soil <br /> prior to placement in piles for remediation. JTO contracted with Terra Environmental Services of <br /> Pine Grove CA to provide services for injecting the bacterial and monitoring the degradation of <br /> the hydrocarbons in the spoil." <br /> The following was concluded in the report: "1. Groundwater has not been impacted at this site, <br /> and all wells & borings have been destroyed under County EHD supervision. 2.All contaminate <br /> soil has been removed from the site of the former concrete bunker, and further excavation is not <br /> needed. 3. The removed spoil has been successfully remediated to levels far below those allowed <br /> to be left in place per LUFT analysis. 4. Use of the remediated soil for roadbase on the property <br /> is an acceptable& recommended use for the material."The report recommended the following: <br /> "Based upon the results of the work done on the property as detailed in this repot, it is the opin- <br /> ion of WMJ. Hunter&Associates that the removed soil has been satisfactorily remediated, and <br /> we recommend that the property be certified clean, and appropriate closure documents be is- <br /> sued." A site plan included as Plate V in the report indicates the site contained a removed <br /> 15,000-gallon underground storage tank, (concrete bunker tank), removed 500-gallon UST, a <br /> chemical storage area located between the two tanks and waste water and other ponds north of <br /> the buildings and former USTs, immediately south of the Mokelumne River. <br /> • <br /> 10469M1 R&W.&c 10 N*7 yv,*9ure <br />
