Lodi City Landfill November 16,2011 <br /> . North of Awani Drive,Lodi,California Project No. 104690061 <br /> • The City of Lodi 3.7-acre land parcel corresponding to the Lodi City Landfill is a "penin- <br /> sula" that extends northerly into the Mokelumne River. The landfill is gated and fenced to <br /> restrict access. <br /> • The 3.7-acre site owned by the City of Lodi appeared to be secured, covered, graded, vege- <br /> tated and well maintained. <br /> • Evidence of trespassing during the site reconnaissance was observed and included transient <br /> living/camping primarily on the north side of the City of Lodi parcel, closest to the Moke- <br /> lumne River. Minor recent illegal dumping was also observed. <br /> • Wastes were observed (e.g., concrete, asphalt, glass) on the slope of the railroad bridge <br /> abutment and suggests that they may extend from the 3.7 acre City of Lodi site to beneath <br /> the elevated railroad tracks and to areas west of the tracks. <br /> • Portions of the gated residential community west of the railroad tracks (River Pointe com- <br /> munity), appear to have been constructed at locations that may have had waste disposal <br /> and/or contamination from winery/previous industrial operations. `Industrial Waste Ponds" <br /> are noted on the topographic map, historical aerial photographs indicate what appear to be <br /> surface impoundments in areas currently overlain by residences, and "waste water pond"is <br /> • noted in the WJH report for the site(WJH, 1993). <br /> • Based on the site reconnaissance and review of historical aerial photographs, there is the po- <br /> tential for the waste disposal footprint to extend west of the 3.7 acre City of Lodi Landfill <br /> (Figures 4a, 4b and 5a, 5b). <br /> • Although not known, it is possible that some residences of the gated private River Pointe <br /> community overlie areas of previous waste disposal.Based on review of aerial photographs, it <br /> is possible that if wastes were disposed of west of the tracks and north of the winery buildings <br /> that the construction of surface impoundments/waste ponds may have caused some of the ini- <br /> tially disposed wastes to have been removed and/or re-deposited. Based on review of aerial <br /> photographs and site reconnaissance, some residences northeast of the intersection of Awani <br /> and Mokelumne River Drives may be underlain by wastes. While in the field, it was decided <br /> that because of the restricted access and the potential for buried wastes at the private gated <br /> River Pointe community, available documentation pertaining to the history of the site should <br /> be obtained. Of particular interest would be information pertaining to the previous assessments <br /> and remediation of soils impacted with petroleum hydrocarbons as a result of previous use of <br /> the site as a winery, information pertaining to the former industrial waste ponds, and if possi- <br /> ble,subsurface data that may indicate the presence or absence of wastes in this area. <br /> ion6"lRSml.&c 14 f hqy *nnCE <br />
