Section 1: <br /> INTRODUCTION <br /> Ford Construction Company has submitted an application to the City of Lodi for the <br /> River Pointe project. This application consists of a request for a General Plan Amend- <br /> ment, request for rezoning and request for approval of a Tentative Map for 45 single fami- <br /> ly lots on a 12.11-acre site. The City of Lodi has determined that an Environmental Im- <br /> pact Report(EIR)must be prepared on this project. <br /> The California Environmental Quality Act(CEQA)requires the City to prepare an EIR if <br /> a project may have a significant impact on the environment. The purpose of the EIR is to <br /> inform governmental decision-makers and the public about the potential significant en- <br /> vironmental <br /> nvironmental effects of the proposed project. An EIR is an informational document which, <br /> according to the State Guidelines,is"to identify the significant effects of a project on the <br /> environment,to identify alternatives to the project,and to indicate the manner in which <br /> such significant effects can be mitigated or avoided." The information contained in this <br /> report is intended to be objective and impartial in order to permit the reader to arrive at <br /> an independent judgment as to the probable significance of the impacts resulting from the <br /> proposed project. <br /> The City of Lodi prepared an Initial Study and Notice of Preparation dated January 17, <br /> 1992. The impact issues of concern identified by the City of Lodi in the Initial Study are: <br /> earth,water,plant and animal life,noise,land use,population,transportation/circulation, <br /> utilities,risk of upset/human health, aesthetics, recreation and cultural resources. <br /> The City has determined that there would be no significant impacts from air,light and <br /> glare, housing,natural resources,public services and energy. <br /> This Draft EIR is based on a proposed Development Plan submitted by Ford Construc- <br /> tion Company to the City of Lodi. The Development Plan consists of the following: <br /> • Development Plan Map, 8/91. <br /> • Topographic Map/Utility Calculation Map,8/91. <br /> The Draft EIR contains references to other documents. These documents are available <br /> for public inspection at the offices of the Department of Planning of the City of Lodi. <br /> The EIR on this project is to be comprised of two parts: <br /> • Draft EIR. This document has been reviewed by the City of Lodi and approved for <br /> public circulation. The Draft EIR is subject to a 45-day review period,during which <br /> individuals,interested organizations and agencies can offer their comments on the <br /> EIR. Comments on the Draft EIR should be submitted to the City of Lodi. <br /> • Final EIR. A second document,'Responses to Comments,"will contain responses to <br /> any comments received by the City of Lodi on the Draft FIR during the review period <br /> The Draft EIR and the Responses to Comments shall constitute the Final EIR on the <br /> proposed project. <br /> 0 <br /> t . <br />
