Section 1: INTRODUCTION Ford Construction Company has submitted an application to the City of Lodi for the River Pointe project. This application consists of a request for a General Plan Amend- ment, request for rezoning and request for approval of a Tentative Map for 45 single fami- ly lots on a 12.11-acre site. The City of Lodi has determined that an Environmental Im- pact Report(EIR)must be prepared on this project. The California Environmental Quality Act(CEQA)requires the City to prepare an EIR if a project may have a significant impact on the environment. The purpose of the EIR is to inform governmental decision-makers and the public about the potential significant en- vironmental nvironmental effects of the proposed project. An EIR is an informational document which, according to the State Guidelines,is"to identify the significant effects of a project on the environment,to identify alternatives to the project,and to indicate the manner in which such significant effects can be mitigated or avoided." The information contained in this report is intended to be objective and impartial in order to permit the reader to arrive at an independent judgment as to the probable significance of the impacts resulting from the proposed project. The City of Lodi prepared an Initial Study and Notice of Preparation dated January 17, 1992. The impact issues of concern identified by the City of Lodi in the Initial Study are: earth,water,plant and animal life,noise,land use,population,transportation/circulation, utilities,risk of upset/human health, aesthetics, recreation and cultural resources. The City has determined that there would be no significant impacts from air,light and glare, housing,natural resources,public services and energy. This Draft EIR is based on a proposed Development Plan submitted by Ford Construc- tion Company to the City of Lodi. The Development Plan consists of the following: • Development Plan Map, 8/91. • Topographic Map/Utility Calculation Map,8/91. The Draft EIR contains references to other documents. These documents are available for public inspection at the offices of the Department of Planning of the City of Lodi. The EIR on this project is to be comprised of two parts: • Draft EIR. This document has been reviewed by the City of Lodi and approved for public circulation. The Draft EIR is subject to a 45-day review period,during which individuals,interested organizations and agencies can offer their comments on the EIR. Comments on the Draft EIR should be submitted to the City of Lodi. • Final EIR. A second document,'Responses to Comments,"will contain responses to any comments received by the City of Lodi on the Draft FIR during the review period The Draft EIR and the Responses to Comments shall constitute the Final EIR on the proposed project. 0 t .
