w <br /> 2.0 Site Description <br /> 2.1 Site Location <br /> The French Camp site, as currently defined, is a 6.12- acre site located at Manthcy and <br /> Wolfe Roads, near the town of French Camp, California, approximately 3 miles south. of <br /> Stockton. The geographic coordinates of the site are latitude 37® 53' 57" N; longitude <br /> 121° 17' 08" W; Townstup 1N, Range 6E, Section 32: (see Figure 1, Site Location Map). The <br /> site is bordered to the north, west, and south by agricultural land, and to the east by <br /> Interstate 5 (see Figure 3, Current Facility Map). The San Joaquin County Hospital is <br /> located approximately 1 mile south of the site; the town of French Camp is located 1.25 <br /> miles southwest (5). 'Dere arc two residences within 500 feet of the site, which is located <br /> in a rural, agricultural setting (3, 4, 5). The French Camp Slough lies approximately 0.25 <br /> miles to the northeast of the sire, and the San Joaquin River is located 1.25 miles southeast <br /> of the site (5). <br /> 2.2 Site Description <br /> The 6.12-acre site is vegetated with coarse grass;'there are no structures, debris piles, or <br /> other features on-site (Photographs 1-4). The agricultural land bordering the site is a <br /> hand-cultivated Laotian subsistence farm (3) . <br /> 2.3 Operational History <br /> The site originally consisted of two distinct parcels: parcel number 193-030-06, <br /> Constantine M., and Norma W. Equinoa (4.96 acres); and parcel number 193-030-07, Carl <br /> F. and K.B. Thomas (1.16 acres) (see Figure 2, Former Facility Map) (4,7). The 4.96-acre <br /> Equinox parcel formed a 'C' shaped area around the Thomas parcel, on which the <br /> Thomas residence was located. The Equinoa family entered into a Financial anrangment <br /> with the Johns Manville Pipe Corporation to dispose of asbestos-containing debris on <br /> their property (4). Surface and below grade asbestos debris was identified on the <br /> Equinoa property (3,4). A total waste volume of approximately 13,040 cubic yards has <br /> been estimated but has not been substantiated, since Johns Manville was unable to <br /> provide documentation of its waste disposal at the French Camp site (4,8). There was no <br /> evidence of any waste disposal on the Thomas property (3, 4). <br /> The asbestos material dumped at the site was believed to consist of asbestos cement pipe <br /> debris which includes orf-specification product, product trimmings, and process refects <br /> URS corm Rants,, Irm. hge 3 <br />
