KLEINFELDER
File No. 20-3978-O1.W10
July 26, 1997
7) At least 5 current or former septic systems are located on site. The purpose of the
septic systems was to receive domestic sewage. It is common to find that
unauthorized or unintended discharge to septic systems of hazardous materials or
petroleum products has occurred. It is Kleinfelder's recommendation that soil
samples be collected in the vicinity of the septic tanks and leach lines. The
recommended sample analysis would vary depending upon the location of the septic
system on the property. For example, samples collected in the vicinity of the
farmhouse area should include analysis for pesticides, herbicides and petroleum
products.
8) Several water supply wells are located on site. Water wells which will not be used to
supply water to the proposed development should be properly abandoned in
accordance with appropriate local and State guidelines. If the wells on site are to be
used as water supply:wells, then water samples should be obtained and analyzed for
state and federal drinking water parameters.
9) Three underground storage tanks (UST) were removed from the Spreckels property.
A closure letter has been issued by the San Joaquin County Environmental Health
Division (EHD) for only one of the three tanks. Although the remaining two
underground tank locations are not considered contaminated, the EHD will not issue
closure letters for the UST locations unless additional assessment is conducted. A
closure letter may be required by a lender to finance future development at the site,
and/or a future tenant or buyer may require a closure letter. Therefore, it is
recommended that additional assessment be conducted at the two underground
storage tank locations in order to obtain closure from EHD. It is recommended that
the additional assessment include collecting soil samples from beneath product piping
locations associated with the USTs.
10)In addition to the three underground storage tanks known to have been removed from
the site, two historical UST locations were revealed by Sanborn Fire Insurance maps.
These two additional UST locations should be assessed to establish that the USTs
were removed, and to evaluate the condition of soil and/or groundwater at these
locations.
20-3978-Ol.WI0/2017L155 Page 10 of 50 Copyright 1997,Kleinfelder,Inc.
